Kind of a weird caveat to include given the name of the promotion program is literally Games with Gold. Common sense dictates you’d need to have Gold to get them.

I agree that the stakes felt rather low in Civil War. I think that’s why I liked it more than the Avengers movie. Really made me want a Damage Control mini-series or movie.
