I couldn't agree with you more. It is on the owners, not the dogs, and I wrote this in another post. Any dog owner, no matter the breed, should be locked up if their dog does something like that.

The stadium is in Miami. He lived in a suburb. It's no different than a Yankee or Met living in Westchester or Long Island and commuting to the city on game day.
