The other guard had no reason to assume Piscatella would be willing to kill a fellow guard. If he'd tried to turn the water off and Piscatella had threatened him that'd be one thing but he made no attempt to help the prisoner; he didn't question Piscatella at all, he just stood by and did nothing.

I don't know what you're referring to but in Leanne's flashback in season 3 her mother continues to talk to her and bring her food even when she's being shunned by her community. And I forget the exact details but I feel like part of why she leaves is to spare her mother of having to defend her.
