Well, first, Austin already has a healthy tech industry, so that’s a bad example. But no, it isn’t that way- it’s that the company has incentives to locate there, but none to leave.

Because they tend to locate in places that have large tech-person populations- both because tech people tend to start these companies, and once started, it’s easier to find people with the skills they need. San Fran has Silicon Valley- which, while it has fallen off, is still the Mecca for ambitious tech types.
