Yeah, I’m not defending the formatting of that title. I’m pro-style-guide for an organization. It’s just that a lot of the rules handed down in writing have less to do with successfully conveying information than people think.

Capitalizing words in titles is a relic from a time when the tools for design/typography was more limited. With digital typography and layout, titles can stand out through other elements (size, color, leading, alternate font faces). Using regular sentence case for titles makes for more readable text, usually.
