@LadyTudorRose: I had this problem too, and started putting in curlers when my hair is freshly-shampooed, but almost dry or even totally dry. The curls still take pretty well for some reason.

To get waves, I curl my hair using sponge curlers overnight and then in the morning take out the curlers and brush vigorously. Like, brush the hell out of them with a big paddle brush. The curls unify into really lovely waves after all the brushin'.
