I think he was given the option to withdraw and to not be expelled. Schools are all about playing games with words. The comparison to CEO still stands as they are never fired but are given option to retire or resign.

CEOs aren’t fired either, they resign or retire. Fired and expelled could be used to bring a lawsuit against the entity.

Exactly. Google found nothing about him being charged. If the evidence is there to support expulsion, surely there is enough for charges and possibly a conviction.
