That’s exactly what they’re doing. The engine is getting updated and all OW1 players will get the new PVP content for free, and eventually be migrated to the OW2 client at no cost. Paying for OW2 is basically just getting you the campaign and other PVE elements.
You know, the TVA did a lot of fucked up shit, but it is arguably the reason power companies actually expanded into rural areas by proving it was economically and logistically possible. Beforehand power companies insisted it wasn’t feasible.

When the government sucks so much, you need to hope against hope (while understanding that you’ll probably be disappointed). And occasionally you get some good questions at these things (see: Katie Porter, AOC, etc).

No, it’s still entirely turn-based, it’s just the turn order system has changed. Previously you would pick all of your team’s actions at once, and then watch every action play out (both allies and enemies) based on speed. It’s the same way combat works in Dragon Quest, Golden Sun, and tons of other JRPGs.
