If this is indeed the case with the content, then it is still a problem with the source. It is not an issue with how it was originally recorded, but that someone got a source with letterboxing, and re rendered it in a different ratio (or something along those lines).

This has to do with what format the content was originally created in. Newer shows and movies are (mostly) in 16:9. They will fill your screen just fine.
