Quite a few of the "townies" that live in the dead-end towns that sprawl around Southern or Midwestern military bases do exactly that. They can't afford college, didn't qualify for a scholarship, and their only career options are working a middling contractor job on the base, Denny's waitress or working at Wal-Mart.
