When there is no need for the rule, why have it? And the rule in this case unquestionably increases the cost of vehicles and thus increases the cost of living for Americans. From a strategic standpoint deregulating the oil and gas and coal industries is a far better idea.

20 - 30 seconds seems about right - gives you time to scrape the windshield, etc. Then if possible the first minute or two drive gently and let the little bit of extra load speed up the engine and you warming up. On stupid-cold days - -20f and below, double or triple those intervals - really cold weather can be hell…
