I LOVE THIS IDEA. LA bus stops are at best a useless, perforated room with no place to sit, or at worst, a sign stuck in concrete (which people lean on!). I would be more than happy to spend a little (or a lot) on making bus stops actually nice to encourage ridership.
I worked next to a general counsel before. He was constantly on the phone, asking people, "Can we go after them for X? Can they go after us for Y? How much can we get away with? What are the rules?"
