If it has play in the rack, it may just need a new inner rack bush (long side of rack) or the tie rod etc. Mines an 87 and tight as a.drum.

Yeah you can warp the brake rotors if you over torque. Personally I've never used a torque wrench on them tho, just hand tight and a nip up.

ZZ's are still pricey and not a super common swap. Personally, I'd go a 3SGE BEAMS NA. Bigger capacity, more torque, less hassles than faffing around with a turbo and all the issues they can bring (fires mainly and cooling issues). A 20v is a good budget swap but not a massive step up.
