I have had contracts end suddenly in late summer - the slowest time of the year for my industry. Companies do not care what happens to contractors after the fact. I would say at least three months reserve.

Yes. But they lived in houses designed to allow the flow of air and catch the breeze. Often, the built special porches for the special purpose of sleeping when it got to hot. I do not think these prisons are designed with these features.
Texas does not have A/C in most of its prisons either.

Not sure how that is incentive. I can link sources that show companies weigh your safety against their profit all the time. At anyways they would have insurance and, as a corporation, could only be liable for their investment.

A plane is a big container. It takes a lot of explosives to take one down. Do you ever think what they are throwing in the cargo hold? Toothpaste is not going to be the problem.
Private companies would look to increase the margins by decreasing training and salary costs. They also would not be beholden to the flier in any way. It would get far, far worse.
