That’s not how statistics works in a comparative analysis. Under reporting should be held constant across the general population of campuses unless we can show differently. In other words, everyone under reports, so, raising everyone’s score leaves Baylor in the same comparative grade.

Is everyone screaming because Baylor did not enforce its private code of conduct or are people screaming because it looks like they were covering up a crime and feel the university should be compelled to act differently?
