She’s doing an armbar called juji gatame (straight armbar). You typically see it performed with the opponent on their back, but it works just fine this way, too.

The gif is really damning. If it was just a still image, you could write it off as being a wave caught at a really inopportune time (right wingers trying to minimize this are posting images of Hillary and others caught mid wave for exactly that reason), but in the gif, she clearly holds it for a few seconds.
