Its not special because people eat there? Maybe people can multi-use space. You drink in church if you get communion but its not a kegger. If you want to eat your lunch at Gettysburg, do you have to leave the park? Using a space designated as a memorial might not be the worst idea.

Purposefully doing this is is actually a ‘thing’ kids in their 20's do now-a-days. Just take a rando car parked on the road with someone in the driver seat, and hop in, and they’ve sometimes had success. Numerous randos have driven people I know home, only a few ran into trouble.
