DVDs (like CDs) are versatile, cheap, portable and there's a massive selection out there. They aren't going anywhere as long as there's a secondary market.

As someone who's worked in a small government office for the last 15 years, 'Parks & Recreation' is lying to you. There are no Leslie Knopes in government management and it is not a meritocracy. It's a lot of drudgery and financial waste.
