The thing is, the car actually exists. What they don’t have is 300 million to retool the factory in Lousiana to get a production line going. 25 million is just enough to build more prototypes. 

With advances in energy storage technology, you could send these things into a typhoon to collect energy, and then come back to port to “unload”. Although maximizing conventional wind and solar is probably a more effective choice right now.
