I've not seen Beast of No Nations, but it's my understanding that it's not eligible for an Academy Award because Netflix began streaming it the same day it was released theatrically in Los Angeles. According to the Academy, a film must receive a theatrical release before it can air on another platform.

I'll preface by saying I know nothing of how much or little the British government funds BBC programming, but the idea of a "quota" in any artistic endeavor - like a television series - should be anathema to all artists, including actors.
