There are two types of algorithms: grover’s algorithm which halves ANY and ALL bruteforce attempts, so yes symmetric keys like AES-128 are halved to an effective 64 bits of security, which is crackable. But this can all be solved by just doubling key sizes, hence the recommendation for AES-256.
