Im a business owner. Google calls me 3-4 times a day to try and get me to advertise in this (pay-per-click) section - so what gives?

that would make sense if it were in the organic section but this review pops up in the pay-per-click ads at the very top of the page… Hmmmm

interesting how an athiest charged film review shows up on the top of google page when you look up the movie
