I would think they would have plugs and such on hand to close off the critical openings.
It makes you wonder how much of this really happens in the automotive industry. Say what you want, but these people aren't stupid. If they continue to do this, it means they are likely still saving money by adopting this policy overall when it comes to recalls. Which car / manufacturer will be next?

My Grand Am had those air vents but the friction rate was pretty high. I'm sure that one is either our of spec enough to be super loose (like my ex-wife) or has been modded.

depends on how you make them. Cheap steelies are JUNK. my shop sells crap steelies for winter tires and they constantly bend. Good steelies like, say, from a cop car? durable as all hell.
