Yes the rules state that the clock stops for a penalty anytime inside the 4 minute mark, regardless of it being accepted or declined. Now the “why the 4 minute mark” is probably unintentional to when they had the clock restart on anything outside of an incomplete pass (i.e. running out of bounds) with greater than 6
