Capitalizing on the stupidity of others seems to work depressingly well for anyone willing to exploit such a strategy.

That would make a lot more sense than Winnie, I think. She seems pretty sketchy and the show hasn't revealed a lot about her from what I remember. Plus I like Winnie too much to deal with her being an undercover villain.

I wouldn't call it filler in the sense that the writers couldn't think of anything better. If anything, it seems like the writers have a LOT to work with and spent more time than expected fleshing out a few specific characters when they could have been focusing more on moving the main plot along.
