Depends on the location and the stores financial rating. I’ve managed one of the larger stores in NYC open to close multiple days in a row back in 2009. It isn’t uncommon in the slightest.

The thing with a lot of these cars is that they are NYPD personnel vehicles many of the times. They will not prosecute their own.

It’s the same thing with out of state plates. You see them commonly parked on the sidewalks of many precincts.

Unless theyre willing to go after their own, the issue will never be resolved.
