You have to upgrade over your existing operating system, at least if you want the free upgrade. It registers your current license key to your copy of Windows 10 giving you “digital entitlements.” So essentially, if you have a valid Windows 7 product key, it’s now able to activate both 7 and 10, from fresh installs.
