The tourism board is a semi-government agency that makes revenue from taxes and fees from rental cars and hotel room rentals. They don't get those fees on rental moving vans. Follow the money.
Its not the rental agencies, its the local tourism board because they are losing piles of cash from the taxes and fees they charge on visitor rental cars that arent charged to rental moving vans. Its always about money.
