Well, they DO have transit time data from before and after, which is a reasonable analog. 

I think it’s a little early to be patting backs just yet. I ride an MTA express bus home each night from lower Manhattan to The Bronx. Prior to congestion pricing, that trip would be anywhere from an hour and 1/2 to an hour 45 min.

It has only been a week a bit early to declare victory.
