What about the impact of European CO regulations? Didn’t they get a lot stricter starting January 1, 2020? Also I thought there was no incentive for an OEM to deliver an EV prior to Jan 1 and a huge carrot for them to deliver in 2020 (in addition to complying with the stricter regs.).
