Maybe I am nieve, but why do automakers need those standards if they just want to do it on their own? I would imagine there is compensation that would go towards achieving them somehow, but that would be offset by addressing the increasing demand for fuel efficient cars.

I can understand the pumping gas thing. I lived in NJ for decades and moved to VA and love that I can do it myself.
