Buy a Fiat 500 Turbo/Abarth. Pass up all the optional extras and you come in under $20k. As a Fiat 500 owner, my opinion is that they fit the bill.

I got stuck on the highway during a hail-storm this year. And, of course, being in ND, I just kept riding. Ended up going ~20mph on the side of the road. Real sketchy, grit your teeth kind of deal when chunks of ice and high wind speeds are combined.
