I thought hyperloop was designed to be above ground because below ground would be too complicated. It would also be too messy to repair a system with a leak if below ground, above allows easier access. Also more financially sound.

I think in many cases Tesla actually has the tech ready, just not a polished manufacturing process or a very large manufacturing capacity.
