That presumes that such people would stop driving.

Adaptive cruise on its own is Level 1.

This sounds to me like level 3 is NOT required to be able to manage a failsafe condition:

We can and will get fully off of fossil fuels, because if nothing else they'll run out eventually. Hopefully we get off them long before that.

Perhaps rather than focusing on the word “commodity”, it would be more useful to describe time as not necessarily fungible.  One hour of one driver’s time is not necessarily interchangeable with an hour of another driver’s time, like one bushel of corn is interchangeable with another.
