I think what makes Quinn an assassination target could be two things:
1. Dar fearful of being exposed as having molested Quinn as a youth.
2. Dar fearful Quinn is onto Carrie's "Neighbor" being somehow involved in the Sekou truck bombing.
Both these things or even either one of them make Quinn a liability to Dar.
