I’m pretty sure that 4k is not that widespread yet, that dropping 1080p support would be a sane thing to do in the next gen.  So as long as it’s set for 1080p, it should be fine across all these platforms.

Nearly every game that ships for Xbox Series X will ship for PC as well so the games already have to be scalable. Scaling to the GPU and VRAM is the most straightforward kind of scaling. If they have the same CPU and can assume things like the same disk and ram speeds etc, I don’t think this will be an issue.
