Looks homemade for sure, why design it like that?! My guess is the front wheels, ( probly 1 axle is the power) the rear wheel steers and the other axle is for stability/ wtf factor.

Reminds me of when I drove my 67 mustang, race prepped, across the country. There was literally no room in the car . Sleep was either on the roof(suprisingly comfortable), under it(warm at least), or occasionally a motel...good times. I really should do the lemons race.
