How’d you get into rallying and become a driver for the Subaru Global Rally Team?

I'm looking to spend around $15k on a car. I just moved from India to do an MBA at University of Washington and love cars, but I don't really know how to work on them much. What would you suggest would be a good, reliable car for me in a place like Seattle?
