It's a nice balance because while the ostensible protagonist, often at odds with hippies or NEw AGers or other "lefty" cultural targets, Hank is not portrayed as perfect, and as often as not gets some kind of comeuppance of his own. It's a fun show for its characters, whatever you think of its political "message"…
I guess it's possible that what we saw at the end of III was just a prototype, or a Death Asteroid or something. A military project going grossly overbudget and time is possible anywhere, even a galaxy far far away.
