It was a one-off thing. The Vulture got some magic doohickey that sucked the youth out of victims. It was the Maguffin for a plot arc in the cartoon - the hunt for the ancient Sumerian tablet of whatsis. In the young Vulture episode it was Spidey whose youth was drained; as I recall he looked kind of like Uncle Ben.

He couldn't go undercover with it but it would be useful in other ways for a globetrotting spy - for example, canvassing witnesses after an incident, coordinating with local police in Latin America, negotiating with a Colombian superhuman holding you hostage due to an innocent misunderstanding, etc.
