If you have an android device no rooting is necessary, FoxFi is a great FREE app that does the trick just fine.

For me its battery life, using my Note a 4G hotspot will run through my battery very quickly. I know that I could plug it in, but that is inconvenient and sometimes impossible.

How I feel about the law doesn't matter, how the majority of the population feels about the law does. The "law" is dynamic, what is the law today can change tomorrow (well, you know what I mean) and it will only do so when people voice their opinions.
