There are already rules for how to build houses with regards to insulation and so on to reduce wasted heating requirements here. Probably won’t be something from the bank, but the energy company or government maybe. Modernize your home and get lower taxes / energy cost.

Of course they’d spend the time and money to redesign it to use less materials. Materials are expensive, and someone, somewhere did the math that if they produce x amount of cars then it would be worth y amount of money if less materials were used.
