I live north of the 45th paralell and I can assure you its colder and snowier than Dallas and you can ride your bike during those months. I ride to work several times a week a 16 mile round trip, all year long, its actually one of the points in my day I look forward to.

But, for some cars it depends, and some of us do maybe already have tires and some seat time and are looking for the next best thing.
