That call came with 3 laps left, there wasn’t enough time for Sainz to catch and pass Perez. At the line the 3 cars, Perez, Verstappen, and Sainz, were a little over a second apart. If Sainz was faster, he should have been able to pass Verstappen.

I don’t like team orders. If Sainz was truly being held up, the team wouldn’t have had to ask Verstappen to slow down. Verstappen started from pit lane after stalling on the grid, he passed Sainz, and a lot of others and got a lap back. He earned that 8th place finish.
