    education is less than half of it. there are a lot of barriers to entry for vehicle ownership in most European countries. not to mention the penalties are far more severe for breaking the rules.

    first/neutral, cars are far too safe already for the occupants. it leads to distracted driving and higher incidents of collisions based upon the driver not paying attention.
