On stock Android, I just add offending numbers to a “Don’t Answer” contact, and then select the “All calls to voicemail” option for that contact (Select the contact -> Edit -> “All calls to voicemail” in the menu). Not sure if there’s an easier way to do it, but I’ve had offending numbers in that contact since before…
