It’s not necessarily designed that way, it’s just that if you’re standing next to the engines it’s pretty easy to move the throttle linkages yourself. Nothing anyone can really do about that.
If you’re in the engine room you can override the bridge commands. Disconnecting the throttle and steering controls from the bridge is something a chief engineer could do in his sleep.
