I would take the story with a grain of salt. It IS from the point of view of the “probably” giver with no input from the other woman in the story. I think you misunderstood. “If you don’t allow it you don’t allow it” means if you don’t allow the death penalty, then you don’t allow the death penalty. I don’t find it logical to say “We don’t allow the death penalty. It’s awful, it’s terrible, you can’t do it....well...just this once.”
