If you build it right, VoIP is really good, but with the state of infrastructure in the states, I doubt a lot of people would have fun with high jitter, high latency, low bandwidth connections. If the key goal is simply getting rid of analog, then ISDN can go places IP can't.

ISDN will beat the pants off of VoIP in terms of reliability and jitter-free communications any day of the week.

Just switch everything over to ISDN and wave bye-bye to analog. IP is always gonna suck for voice because of variable packet length and the associated jitter.
