Here’s what I am imagining happened: Kid is exhibiting symptoms of PTSD. They might be screaming, crying, thrashing, noncompliant, etc. Because of the immense amount of trauma inflicted during the separation & detainment process. So to calm them down they think “oh, hey, let’s pump these kids full of sedatives!”

wasn’t there a case where a man bought a house that was previously owned by a pediatrician.  He pulled a section of a wall back and thousands of child pornography pictures poured out.  The doctor was dead by then.
